Excellence in Student Medicaid Enrollment

A higher-than-expected share of the students receiving health services in these districts are enrolled in Medical Assistance — due in part to targeted outreach and support programs that encourage families to enroll and stay enrolled. A high enrollment rate substantially increases a district's SBAP revenue potential. These districts have dozens or hundreds more students enrolled in MA than districts with similar Medicaid eligibility rates, resulting in hundreds of thousands of dollars in additional SBAP revenue.

Methodology notesThe ranking metric is the district's IEP ratio divided by its Medicaid eligibility rate. The IEP ratio is the percentage of students receiving an SBAP-eligible health service who are also enrolled in Medicaid. The Medicaid eligibility rate is the percentage of the district's student body enrolled in Medicaid. These variables tend to have a roughly linear relationship, but some districts post much higher IEP ratios than their eligibility rate would predict. Figures are from the FY25 school year. FY26 data has not yet been submitted as of publication.
