Consistent Excellence in SBAP Performance
For three consecutive fiscal years, these districts have consistently ranked at the top of the state in SBAP performance on a per capita basis. That sustained excellence has brought in hundreds of thousands of dollars — and in some cases millions of dollars — each year to reinvest in programming for the students with the greatest needs.

Methodology notesThe 3-year average ranking is calculated by comparing reimbursement per billable student for each district against all other districts in the state for the fiscal years ending in 2023, 2024, and 2025. A billable student is defined as a student enrolled in the Medical Assistance program who has an eligible health-related service in their IEP. These are the students for whom LEAs are eligible to bill Medicaid when families have provided consent and services have been authorized by a doctor or nurse practitioner. Figures are from the FY23–FY25 school years. FY26 data has not yet been submitted as of publication.
