That attention to logging consistency produced state-leading one-way trip ratios — a key driver of transportation reimbursement. Against a state median one-way trip ratio of 4.8%, these districts earned transportation reimbursements 2x to 8x higher than the median district.

Methodology notesThe one-way trip ratio quantifies the percentage of days on which a student receiving specialized transportation also receives another Medicaid-paid health-related service. Districts can only be reimbursed for specialized transportation on days when another Medicaid-paid service is provided. The ratio divides paid one-way trips for Medicaid special education students with specialized transportation in their IEP by total one-way trips for special education students with specialized transportation in their IEP. A minimum of 50 billable students is applied to exclude major outliers. Figures are from the FY25 school year. FY26 data has not yet been submitted as of publication.
