Highest Growth in SBAP Performance
These districts posted the highest year-over-year growth in SBAP reimbursement per capita. The concerted improvement efforts behind these results yielded revenue growth of more than $7M for the School District of Philadelphia, up to $1.2M for other large districts, up to $350K in midsize districts, and up to $460K in small districts.

Methodology notesThe year-over-year growth percentage compares reimbursement per billable student in FY25 against reimbursement per billable student in FY24. A minimum threshold of $30,000 in FY24 reimbursement is applied to exclude major outliers. A billable student is defined as a student enrolled in the Medical Assistance program who has an eligible health-related service in their IEP. These are the students for whom LEAs are eligible to bill Medicaid when families have provided consent and services have been authorized by a doctor or nurse practitioner. Figures are from the FY25 school year. FY26 data has not yet been submitted as of publication.
