About the School-Based ACCESS Program (SBAP)

The Pennsylvania School-Based ACCESS Program reimburses local education agencies for providing eligible health services to students enrolled in the state’s Medical Assistance Program (Pennsylvania’s Medicaid program).

School-based health services eligible for Medicaid reimbursement in Pennsylvania include:

Speech, Language and Hearing ServicesOccupational Therapy ServicesCounseling and Social Work Services Psychological and Psychiatric ServicesPhysician ServicesOrientation, Mobility, and Vision Services Nursing ServicesPhysical Therapy ServicesPersonal Care Services

Districts that maximize reimbursement from this program are able to receive significant amounts of recurring funding that can offset the growing cost of special education services. For many districts, SBAP funding is the third highest source of federal education funding, behind IDEA and Title funds.
